Advance Planning & Programming
"First plan, then produce". A clear mandate ensures project continuity and integrity through management shifts or other changes over the course of the total effort.
ORION delivers a comprehensive assessment of your organization’s physical and operational needs, forming a clear statement of requirements and project logic. This serves as the foundation of the master plan, which integrates acquisition strategy, infrastructure, capacity planning, and building design to support both immediate priorities and long-term growth.
To ensure quality and accountability, this methodology incorporates phased programming elements known as Gates, guiding decision-making and project progression at every stage.

Gate Control Process
The differentiating factor integral to the ORION approach is the introduction of the Gate Control Process (GCP).
The differentiating factor integral to the ORION approach is the introduction of the Gate Control Process (GCP).
The process imposes stringent checks and balances throughout the phased delivery of the infrastructure and the business relationship evolution. By establishing, authorizing and communicating the key strategic milestones, technical and administrative benchmarks are cast and require signed authorization prior to advancement through the next gate/phase. Adherence to GCP and the use of OPM tools and processes, restrict change management to strategic imperatives defined and accepted as the master plan.
The Gate milestones are characterized as:
|
Statement of the Requirement : Consolidates the analyses of facts, goals, needs and concepts. This is considered the vision or master plan.
Statement of Design : The development of engineered designs and their acceptance/authorization. Implementation : Incorporates all tasks associated with the execution of the delivery of the infrastructure and/or its sub projects, concluding with system(s) commissioning. Client Cutover : Encompasses the systematic cutover of infrastructures, processes and personnel. Stakeholder Review and Deficiencies Complete : A post occupancy review including all stakeholders, identification of deficiencies, deficiencies complete, management system integrity. |
The utilization of the Gate Control Process provides the ability to manage risk through each gate, and give your extended teams the mechanisms to monitor, control and authorize investments and commitments. Adherence to the Gate Control Process and the use of OPM tools and processes, restrict change management to strategic imperatives defined and accepted as the master plan. Consequently, quality assurance is an integral component of the process.
